Dr.Web account unlock service updated

Changes made to the service:
- Now, when the option to assist a friend is re-enabled, no push-notifications are sent to the user from people who have previously been added to the friend list.
- A registration issue involving email addresses containing upper-case characters has been resolved.
- Automatic email dispatching routines are now more reliable.
- Minor UI tweaks have been introduced.
